INTRODUCTION


The franchised voters of the Hungarian Republic are going to elect their Members of Parliament on the 10th and the 24th of May, 1998. The National Election Office, designated by the Minister of Interior, organises and manages the governmental tasks related to the preparation, organisation and conduct of the national elections.

In this document the National Election Office publishes the rules of law related to the election of Members of Parliament.

The first chapter of the booklet comprises the provisions of the Constitution of the Hungarian Republic pursuant to the elections.

The second part is the text in force of Act XXXIV of the Year 1989 - modified several times since its creation - on the election of Members of Parliament, comprising the substantive provisions of the election of MPs.

Chapter three of the publication makes Act C of the Year 1997 on the election procedure known. The Parliament created and approved this law with the purpose of comprising all procedural regulations of conducting public law elections as well as national and local referendums in a uniform structure. With this, the establishment and uniform operation of a constant system for election administration has been founded. In this chapter, besides the general electoral procedural rules, we review the special rules for the election of MPs.

The last chapter contains the measure of the Head of the National Election Office on the activities of foreign election observers, according to which the electoral organisations should provide for the lawful and successful execution of foreign electoral observation.

The National Election Office publishes the collection of rules of law in the true conviction that the foreign election observers, press agents, election experts and all those interested in the election of MPs in Hungary be able to obtain exact and authentic legal information.
