90. The participation of national and ethnic minorities in the local elections of 2002 

In order for minorities to be able to exercise their minority rights, under the Hungarian legal order minorities are granted excess powers on local and national level. The publication describes the process of how national and ethnic minorities can win seats in local governments, on the one hand; and, gives guidance regarding the setting up of local and national and metropolitan minority municipalities, the rules of procedure, on the other hand. Furthermore, it contains rules of incompatibility pertaining to municipality representatives, which shall be applied, as a matter of fact, with regard to the members of minority municipalities too. In addition to all these, the booklet contains samples of several printed matters.
