In the form of methodological recommendation, the booklet gives help to local election offices. Local election offices played an important role in completing the elections. Their members were public servants free from party bias. The Election Information Services operated at mayors offices help to provide information for the population, nominating organisations and candidates with regard to issues connected to the completing the elections.
