1. The National Election Committee’s principled standpoints
Parliamentary By-elections
29 September 1990 – 21 June 1992
Act LXIV of 1990 on the Election of the Members and Mayors of Local Governments authorises the National Election Committee to issue directives for the sake of maintaining uniform legal practice. As part of this, NEC sets forth the instructions related to suffrage, voter register, election bodies, nomination, voting, the election system, the process of ascertaining results and the election of mayors.
In the second part of the booklet, the results of parliamentary members elected in single mandate constituencies in the two rounds of the first democratic free elections can be inspected in exhibits. In the course of social conciliation, a mixed election system was established in Hungary. Voters cast two ballots, one on political parties and another on persons. The latter are elected in single mandate constituencies, 176 in total.
