28. Preparatory Conference for the Election Code (22th June 1995)
Prevailing election laws contain not only substantive law, but special procedural regulations as well. Civil service officials often see themselves confronted with identical or very similar regulations in the process of enforcement. This is why the compilation of a unified code became necessary.
This was a conference for civil servants in charge of organizing and carrying out elections in an orderly and lawful way. The arguments put forward at this conference all spoke out for a unified code.
