The second volume of the bulletin includes the positions and resolutions of the National Electoral Committee taken at the time of the 2002 municipal elections and the 2003 national minority elections and issued between July 2002 and March 2003. It includes, furthermore the resolutions of the Supreme Court passed in relation to the complaints submitted against the decisions of the NEC.
